Volkmar Bretschneider ist am 17. März 1930 in Meißen geboren und begann bereits im Alter von 14 Jahren seine Ausbildung als Porzellanmaler in der Manufaktur, die er mit 'sehr gut ' abschloss. Er arbeitete in der Abteilung für Wandtableaus und etablierte sich in der Unikatmalerei. Er entwickelte einen neuen Typus der Blumenmalerei, den es bislang in der Manufaktur nicht gab.
